Title The congruence between the legitimacy judgments of the public institution, the media and citizens Summary The research explores the dynamic of legitimacy of a public leader and their institutions and executive responsibilities in a Government. The aim of this research is to recover citizens’s trust on public institutions through the intangible good legitimacy. Thoroughly, the base for the construction of these intangible is analysed: the congruence between the legitimacy judgements about a ministry of education –Ministry of Education of the Government of Spain, being ministers José Ignacio Wert and Iñigo Méndez de Vigo (2011-2015)– formulated by the own organisation, media and citizens. The empirical observation applies triangular methodology and consists in a quantitative content analysis of the legitimacy judgements, contrasting three points of observation. Specifically, from the organisation, it analyses the ministers’ and the Ministry’s communication on Twitter and press releases; from media, it analyses newspapers and newspaper’s Twitter profiles Keywords Communication of public institutions; intangible assets; public sector; legitimacy; trust.
